"Thursday’s citywide attendance rate, released by the Department of Education, was 44.65 percent, one of the lowest on record. The number seemed to add gravity to the question of whether Mayor Bill de Blasio and the schools chancellor, Carmen FariƱa, should have kept the schools open.
