South Brooklyn not included in Bike Share program

I inquired into the bike share program for Ocean Parkway area. This is the response that I received from DOT.
"Thank you for your interest in NYC Bike Share. We’re starting bike share initially in the neighborhoods where travel demand is the highest: Manhattan’s Central Business District and nearby residential areas, including Brooklyn neighborhoods of DUMBO, Downtown, Fort Greene, Bedford-Stuyvesant, Crown Heights, Williamsburg, Greenpoint and Park Slope. If there is enough demand, we hope to subsequently expand the program in all five boroughs. However, for the initial phase of bike share there will not be any station in Brooklyn CB’s 12, 14, or 15." -NYC DOT
